I tried to use cab editor for GP20_BN_2054.eng in BLW_GP20_BN2. I open GP20Unit_LN.cvf and main image shows but controls do not show.

I was able to fix this by changing

EngineData ( BLW_GP20_ATSF )

to

EngineData ( GP20_BN_2054 )

It may work for you because you have BLW_GP20_ATSF.eng in your installation of MSTS. Try using Train Store to store everything except for GP20_BN_2054.eng and see if you can edit the cab using Cab Editor.

I find that when the engine specified in EngineData is not available you can see the cab as shown in your picture. But the control properties are not available as shown by this picture.

Which I have tried but failed to attach.

With the control selected when you click Cab Elements then Properties do you get a dialog that appears like https://www.flickr.com/photos/30168856@N00/16330474932/ with text in Control and Control type?
