Update for Empire Builder

I like trains that handle like (IMHO) trains and my first attempt at stopping
the Empire Builder was a dismal failure, I overshot by a huge amount even
with a full service application so it was time to get to work.

Over the past few years, many have worked on improvments for many
aspects of MSTS. All I've done here is pull a few of these improvements
together and change a few parameters for this trainset. I also threw in one
of my own adjustments to let it "feel" better. I also adjusted the "look" of
the files to make them a bit easier to browse.

simulator as time passes.
