Pat,
The combination of the two cars and the barge was the Landsdowne Restaurant that I used to frequent in Detroit.
Read the attached thread. The 'Landsdowne' sank in Lake Erie a few years back. It was refloated and sent to Buffalo. It has been scrapped. The two Skytop observation cars have been cut up, the trucks were a total loss. Someone is allegedly going to try to build one good car out of the pieces, but it will be a static display. Your picture shows the Landsdowne in Buffalo before it was scrapped.
